For the purpose of this article, the following words and phrases shall mean.
(a) Livestock includes, but is not limited to cattle, horses, goats, sheep or other animals, commonly regarded as farm or ranch animals.
(b) Own means and includes own, keep, harbor, shelter, manage, possess, or have a part interest in any animal. If a minor owns any such animal subject to the provisions of this chapter, the head of the household of which such minor is a member shall be deemed to own such animal for the purposes of this chapter.

(a) Except as provided by subsection (b), it shall be unlawful to keep, harbor, own or in any way possess any domestic livestock or fowl, including but not limited to cattle, swine, horses, mules, sheep, goats, chickens, ducks, geese and turkeys.
(b) The provisions of this article are not applicable to owners, keepers or harbors of livestock who already maintained such animals within the city on the effective date of Ordinance No. 648 (adopted November 11, 2013), subject to the provisions and limitations in Section 2-403, below.

The provisions of this article are not applicable to owners, keepers, or harbors of livestock who already maintained such animals within the city on the effective date of this article, so long as such livestock is owned, kept or harbored consistent with the following provisions and limitations:
(a) The owner or owners are the same individual person or person or the direct descendent(s) of the individual person(s) who owned said livestock on the effective date of this article, and
(b) Those seeking an exception under this Section maintain livestock at the same street address and upon a parcel of land constituting the same acreage as was used for the maintenance of livestock on the effective date of Ordinance No. 648 (adopted November 11, 2013).

(a) Cleaning the domestic animal shelters as often as necessary to prevent or control odors and fly breeding provided, however, that this shall not apply to grazing area.
(b) Disposing of collected fecal material and other solid organic waste at a sanitary landfill, fertilizer processing plant, or by proper disposal on land used for agriculture purposes.
(c) Storing grain or protein food in tightly covered, rodent-proof metal containers or rodent proof bins.
(d) Constructing and maintaining animal shelters and enclosures, including fences by the use of dimension materials or other effective means so as to prevent domestic animals from breaking out or causing hazard to person or property.
(e) Providing proper drainage so that there is not accumulation of rainfall or liquid waste.

Nothing contained herein shall prevent the City from pursuing any civil nuisance abatement procedure against any person who may be in violation of this article.

The City Council may permit animals incident to rodeo, parades, fairs, carnivals and other pubic entertainment to be within the city of a limited period of time.

Any person guilty of violating any provisions of this article shall upon conviction be fined in a sum not to exceed $500.
