The Governing Body of the City of Hanover, Kansas has determined that it would be in the best interest of the community to delegate responsibility for the management and operation of the Kloppenberg Center in the City of Hanover to a board.

The Mayor with the approval of the Governing Body shall appoint five (5) persons who are required to be residents of the City, with one (1) member being a council member, to serve two (2) year terms. The term of office shall expire on the 31st day of May, except, that a member of the board shall serve until a successor is appointed. Members may be appointed for successive terms. Officers shall be selected by the board. No member shall receive compensation for such service.

The board is authorized to adopt rules and regulations and a schedule of fees to be used in the management and operation of the Kloppenberg Center. A copy shall be available for public inspection at the Kloppenberg Center and at the City Clerk’s Office. All funds received by the board shall be deposited in a bank account established by the Board. Funds may be withdrawn from the account with board approval and on the signature of not less than two members of the board.

The board is authorized to accept contributions from one or more donors and to use the fees and donations collected by it solely for the improvement, maintenance and operation of the Kloppenberg Center. Budgeted funds of the City will not be used unless specifically authorized by the Governing Body.

The Hanover City Council reserves the right to revise and/or refuse rules and regulations as set forth by the Kloppenberg Board.

Major improvements, i.e., additions, cement work, etc., must be approved by the Hanover City Council.
