That all dogs kept or harbored within the City shall be registered with the City Clerk by the owner, keeper or harborer seven dollars and fifty cents hereof, and there is hereby imposed on such owner, keeper or harborer thereof a tax of five dollars ($5.00) for each male dog, and a tax of ($7.50) for each female dog kept or harbored within the City without regard to ownership. Such tax shall be due and payable on the first day of May each year and to be paid to the City Clerk. Failure to register by the deadline will result in an additional tax of twenty dollars ($20.00).

That before any dog shall be registered with the City Clerk as provided in section 2-101, the owner, keeper or harborer of such dog shall exhibit to the City Clerk the certificate of a duly licensed veterinary showing that said dog has within sixty (60) days of the date of exhibition been vaccinated by such veterinary against rabies, and the City Clerk shall not register any dog nor issue any license or tag therefore unless such certificate shall have been exhibited as aforesaid. Such certificate shall be sufficiently explicit as to identify the dog vaccinated with the dog for which the license is applied for. The City Clerk shall endorse said certificate with ink so as to prevent its being used again.

Upon the payment of such tax and fee and the exhibit of the certificate of vaccination, the City Clerk shall register in a book kept for the purpose a description of each dog so registered together with the name of the owner, keeper or harborer thereof, and deliver to the person paying the tax and procuring the dog to be registered a metallic tag on which shall be cast or stamped the number of such tag and the year issued and also deliver a certificate giving a description of tag, and stating that the tax on such dog has been paid, which certificate shall be in force until the first day of May following.

The owner, keeper or harborer of any dog registered, on which tax has been paid, shall put a collar around the neck of such dog and shall attach to such collar by metallic fastening the metallic tag provided for in section 2-101, and see that such tag is constantly worn by such dog.

When it shall be made to appear to the satisfaction of the City Clerk that any tag has become lost, he or she shall, upon presentation of the certificate and payment of twenty-five cents, (25¢), issue a duplicate of such tag.

It shall be unlawful for the owner or person in charge of any dog to permit such dog to run at large within the City of Hanover, Kansas, upon any of the streets, alleys, or public grounds of the City of Hanover, Kansas, or upon any private property other than property belonging to the owner of such dog, provided that a dog following or accompanied by and under the immediate control and call of its owner, keeper, or possessor shall not be deemed to be running at large.

Any dog found running at large within the City contrary to the provision of section 2-106, or any dog upon which the tax provided in section 2-101has not been paid, shall be taken up by any policeman of the City or by any person duly appointed and employed for that purpose by the City, and the Mayor shall make a record or require the dog catcher to make a record of all dogs so impounded with their description and date of impounding. If within 48 hours from the date any such dog is impounded the owner of such dog shall appear and claim his dog and shall pay to the Mayor or the City Clerk the sum of five dollars to pay the cost of impounding and keeping said dog, such dog shall be returned to such owner; provided, however, that the claiming of any such dog shall be prima facie evidence of the violation of such owner of this article, and if any dog so impounded is not claimed by the owner thereof within 48 hours from the date of such impounding, the Mayor shall cause any such dog to be disposed of, provided further that payment of a license as required by this article upon any dog shall not prevent the impounding and destruction of any dog under the provisions of this article, but if any so taken up shall have a license tag for the current year, the owner of such dog as shown by the records of the City Clerk shall be notified by the Mayor 24 hours before such dog is destroyed.

No person shall own, keep or harbor any dog which by loud, frequent and habitual barking, howling or yelping shall annoy or disturb any neighborhood or person in the City.

The City Council may appoint in the manner provided by ordinance a temporary policeman to take up and impound all dogs at large or kept and harbored within the City for which the tax imposed by this article has not been paid. He shall perform such other duties as may be prescribed by any ordinance of the City or order of the Mayor and Councilmen of the City, and shall see that all ordinances and regulations pertaining to dogs are duly and properly observed and enforced.

The provisions of this article as to taxation and tags shall not apply to any dog temporarily in the City if accompanied by its owner or keeper who is a non-resident of the City.

The word dog wherever used in this article without qualification, is intended to mean both “male” and “female” dogs and to include “pups” of any age.

Every person who shall violate any provision of this article shall, upon conviction thereof, be deemed guilty of a misdemeanor and shall be fined in a sum of not less than one dollar nor more than one hundred dollars.

Any dog owned or used for any governmental or police service shall be exempt from the registration requirements and fees as stated herein, provided that the dog is appropriately identified by a tag and is registered by some city within the County of Washington. The governmental or police agency owning such dog shall provide the city clerk, the name of the dog and the person responsible for the dog.
